The Shiawassee County Road Commission operates as a separate entity from Shiawassee County Board of Commissioners. We have three Road Commissioners, who are elected to serve six-year (6) terms, with the terms staggered. This allows for an election for one seat every two years. The Road Commissioners set policies and oversee operations of the Road Commission.

In July 2024, John B. Plowman was appointed fill the remaining term due to a vacancy on the Shiawassee County Board of County Road Commissioners.
Mike L. Constine

Commissioner Mike Constine was elected to serve on the Shiawassee County Board of County Road Commissioners since 2005. Commissioner Constine was re-elected for another six year term in 2017 and his term expires on December 31st, 2022. He resides in Middlebury Township. Commissioner Constine has many years in the gravel business; including road construction, underground and commercial development.

Ricky (Ric) R. Crawford

Commissioner Ric Crawford was first elected to serve on the Shiawassee County Board of County Road Commissioners in 2019. Commissioner Crawford was elected for a six-year term expiring December 31, 2024. He resides in Caledonia Township. Commissioner Crawford has been self-employed since 1973 working in the construction field. His background includes processing gravel, excavating contractor which includes road construction, landfill construction and management and methane gas design and construction. He also is the Chairman of the Shiawassee County Solid Waste Commission, a member of the Shiawassee County Parks and Recreation Commission and Shiawassee County Fair Manager of the Shiawassee County Fair Board. He has been happily married to Ruthann Crawford for over 46 years and has two children.
